ExpressVPN must not be compatible with the WRT3200ACM. Try powering off and on the router 3 times just when the Ethernet LED starts flashing. If you are luck the Linksys firmware will be loaded from the alternate firmware image location after the process is complete.
The WINBOND issue with the WRT3200ACM was resolved early this summer. I've had no problem flashing releases since 18.06.0-rc1; before that, I used davidc502's builds. At a quick glance from Linksys page, the WRT32x was built for gaming and the 3200ACM is open-source ready. The wifi technology is a bit different and the 3200ACM is listed as Linksys WRT3200ACM review and specifications | RouterChart.com
